The money freed up from retiring the STS may go into finishing the Orion, human rating a "greener" booster, and building a real Space Plane. NASA is hamstrung at this time maintaining 3 (out of the original 5) ships whose production lines shut down years ago. Silly things like knobs break or jam and days are wasted trying to fix them. It is like trying to run an airline using bombers from WW2, it gets harder and harder to find replacement parts.

The Constellation program uses this same technology, although in an untested manner. Many of us hope that another rocket, the Delta VH, will be used to launch the new Orion capsule. There are two reasons for wishing this:1) the aforementioned pollution from SRBs2) the fact that the Orion capsule has no current escape mechanism to pull it free from an errant SRB

There was an initial O-ring problem that gave us the Challenger disaster. While that is "fixed", we are still left with a constraint of not launching on mornings that are too cold, but well within the temperature range of Central Florida from January through mid-February.The STS has limited delta-V (the ability to accelerate) so the STS must launch in tight time "windows" to be able to rendezvous with a target in orbit.

yet the US Air Force rates it as hazardous duty. Originally folks pictured some kind of smooth ceramic shell on the bottom, but material science proved unable to deliver that. What we have is thousands of ceramic tiles, each of which must fit into the perfect spot, then be glued in by hand. Other issues include a cryogenic fuel and oxidizer tank that sheds ice encrusted insulation that has poked holes in the thermal covering of the STS, which gave us the Columbia disaster.

It was also sold to be able to fly 3-4 times per year per ship. As we all know, getting six flights out of the STS fleet per year is almost unachievable. It was also sold to get about 1 pound into LEO for about $100. The actual cost nears $10,000. It was supposed to be a "space bus"
